Job summary

Illinois Defense Counsel in Illinois is seeking an experienced attorney to provide legal guidance to IMRF staff and the Board of Trustees. The role defends or manages non-investment-related litigation and participates in administrative hearings.

The ideal candidate has a strong background in Administrative Review Law, excellent legal writing, and prior experience with governmental pensions or municipal counsel, with opportunities to supervise staff and contribute to procurement processes.

Qualifications

• Licensed to practice law in Illinois with experience in Administrative Review Law.
• Strong legal writing skills; appellate experience preferred.
• Experience as counsel to municipal/local governments or with governmental pensions preferred.
• Excellent communication skills; self-motivated with strong organizational skills.
• Ability to motivate and discipline subordinates; management experience preferred.
• Ability to interpret and administer the Illinois Pension Code; some tax knowledge is a plus.

Responsibilities

• Defend administrative decisions of the IMRF Board in state court.
• Advise the Board as staff counsel in administrative hearings.
• Respond to inquiries from employers, members and others on the Illinois Pension Code.
• Review and advise on past service, death, disability and retirement claims.
• Provide counsel to Human Resources on employment law matters.
• Review, interpret and opine on state and federal statutes.
• Review and approve RFPs and contracts; advise on procurement issues.
• Manage procurement in compliance with policies and procedures.
• Oversee Trustee election process.
• Other duties as assigned.
