Job summary

The Massachusetts Department of Public Health through the Office of Consumer Affairs and Business Regulation seeks a Senior Counsel and Associate General Counsel to serve as the Agency’s subject matter expert on hearings for the Home Improvement Contractor Program. The role conducts adjudicatory hearings, drafts decisions, and manages the docket while supervising legal staff and interns.

Qualifications

• Experience in litigation and/or administrative hearing processes.
• Competency in word processing systems and managing databases.
• Experience in legal research, legal writing and civil procedures.
• Strong interpersonal and organizational skills.
• Knowledge of procedures followed in courtroom and administrative proceedings.
• Ability to lead or work with cross-functional project teams.

Responsibilities

• Serve as a Presiding Officer for administrative hearings for the HIC program.
• Advise on issues related to Home Improvement Contractor Program and related laws.
• Supervise Legal Counsel and Review Examiners in hearings and prepare guidance.
• Oversee interns, coordinate assignments, and provide supervision.
• Coordinate with AGO on appeals and maintain litigation records.
• Provide legal advice on regulatory obligations and draft regulations.
