RAND Corporation seeks an attorney to lead legal efforts at the intersection of AI, biosecurity, and national security. You will partner with CAST and report to the Vice President & General Counsel, owning complex, fast-moving matters with minimal playbooks.

This role demands hands-on leadership, compliance, and the ability to shape legal infrastructure for RAND’s most consequential programs.

Qualifications

At least nine years as an attorney with technology or national security-adjacent focus.
Detail-oriented, thrives under pressure, mission-driven.
Proven ability to own problems and shape solutions in ambiguity.
Capable of advising across governments, in-house, or law firms.

Responsibilities

Partner with technical teams to structure programs and address novel legal questions at the tech-national security frontier.
Draft and negotiate government, research, and industry agreements, incl. data sharing and IP provisions.
Counsel on technology transactions, including AI, data use, and privacy considerations.
Support engagement with U.S. and allied partners on sensitive information.
Advise on information security and help implement security protocols.
Navigate export controls and cross-jurisdictional issues; advise on governance.
Direct outside counsel as required; manage special projects for the General Counsel.
