Job summary

RAND’s Office of the General Counsel seeks an Associate General Counsel to lead the legal strategy for AI, biosecurity, and emerging technologies at RAND CAST. You will partner with technical teams, design governance frameworks, and handle complex matters across government, industry, and research partners.

The role requires substantial experience in technology law and national security matters, strong judgment, and the ability to work across diverse teams.

Qualifications

• 9+ years of experience as a practicing attorney with technology, national security, or emerging technology focus.
• Experience advising teams in government, in-house, or law firm settings on tech matters.
• Ability to provide sound judgment in ambiguous situations.
• Collaborative, collegial, and able to build consensus with diverse groups.
• Willingness to tackle novel legal issues beyond prior experience.
• Ability to travel occasionally to RAND offices in the U.S.

Responsibilities

• Partner with technical teams to structure programs, develop guidelines, and resolve novel legal questions at the intersection of national security, technology, and emerging capabilities.
• Draft and negotiate government, research, and industry agreements including NDAs, data sharing and licensing agreements.
• Counsel on technology transactions and emerging tech matters including AI, data use, and privacy considerations.
• Support engagement with U.S. and allied government partners on sensitive information.
• Advise on information security, and assist with security protocol implementation.
• Navigate export controls and cross‑jurisdictional questions, including personnel considerations.
• Help teams identify and mitigate legal risk and design governance frameworks.
• Direct outside counsel as required; handle special projects as assigned.
