Job summary

RAND’s Office of the General Counsel seeks an attorney to lead legal work at the intersection of AI, biosecurity, and national security. The role supports RAND CAST and tackles fast-moving, high-stakes challenges where playbooks are thin.

This hands-on position requires handling ambiguous questions, building legal infrastructure from the ground up, and working with top technical teams to deliver practical guidance at speed.

Qualifications

• Requires at least nine years of attorney experience with technology, national security adjacent issues, or emerging tech.
• Detail-oriented with ability to work under pressure and align with RAND's mission.
• Proven problem-solver who partners with technical teams and handles ambiguity.

Responsibilities

• Partner with technical teams to structure programs and address novel legal questions at the intersection of security and tech.
• Draft and negotiate government, research, data-sharing, licensing, NDAs, and tech contracts.
• Counsel on technology transactions, AI, data use, privacy, and related matters.
• Support engagement with U.S. and allied government partners, including handling sensitive information.
• Advise on information security and implement security protocols.
• Navigate national security law, export controls, and cross-jurisdictional issues.
• Identify legal risks, design internal approvals, and implement governance frameworks.
• Direct outside counsel as required; manage special projects for the General Counsel.
• Advise on export control/trade compliance, IP matters, and related areas.
