The ideal candidate has deep experience in national security or government contexts and a proven ability to deliver actionable advice with minimal playbooks.

Qualifications

• At least nine years of experience as a practicing attorney, with substantive experience advising on technology matters, emerging technology issues, or national security-adjacent legal questions.

Responsibilities

• Partner with technical teams to structure and support active programs and draft/negotiates agreements with government, research partners, industry.
• Counsel on technology transactions, including AI, data use, privacy considerations, and data handling.
• Support engagement with U.S. Government and allied partners, including handling sensitive information.
• Advise on information security matters and implement security protocols.
• Navigate export controls, cross-jurisdictional issues, and internal governance frameworks.
• Direct outside counsel as needed and handle special projects for the General Counsel.
• Advise on IP strategy, IP protection, and related provisions in research and commercial agreements.
• Travel occasionally to RAND offices as needed.
