Harris County is seeking a Contracts Manager to oversee strategic contracting with internal and external agencies and vendors. You will coordinate, analyze, and ensure compliance across all agreements, working closely with the department head and finance teams.

This role requires strong attention to detail, excellent communication, and the ability to navigate complex contractual frameworks while driving process improvements and cost controls.

Qualifications

• Bachelor's degree in Business Administration, Finance, Law, or related field.
• Minimum of five years in contract management, procurement, or related field.
• At least two years in a supervisory or leadership role.
• Proficiency in Microsoft Office Suite and contract management software.
• Excellent analytical and communication skills; ability to coordinate across departments.

Responsibilities

• Lead the preparation and review of contracts, ensuring accuracy and compliance.
• Collaborate with legal counsel to address contractual issues.
• Coordinate procurement for bids and proposals, including solicitation documents and vendor evaluation.
• Evaluate bids to ensure alignment with contractual requirements.
• Monitor contract performance, including timelines, billing, and invoicing.
• Review contractor charges for accuracy and adherence to agreements.
• Work with finance to track contract expenditures and budget compliance.
• Prepare detailed management reports on performance, compliance, and risks.
