Harris County is seeking a Contracts Manager to oversee strategic contract management with internal and external agencies and vendors. Reporting to the department head, you will coordinate, analyze, and ensure compliance and effectiveness of all contracts across the organization.

Responsibilities include leading contract development and review, coordinating bids, evaluating proposals, monitoring performance, and maintaining thorough documentation for audits.

Qualifications

• Must have a strong understanding of contract law and negotiation principles.
• Excellent analytical skills to interpret complex contractual documents and financial data.
• Effective communication and collaboration across departments to influence stakeholders.
• Experience in contract administration practices and governance.

Responsabilités

• Lead the preparation and review of contracts, ensuring accuracy and legal compliance.
• Collaborate with legal counsel to address contractual issues or concerns.
• Coordinate the procurement process for bids and proposals, including solicitation documents and evaluation criteria.
• Evaluate bids and proposals to ensure alignment with objectives and requirements.
• Monitor contract performance and compliance, including contractor deliverables, timelines and billing.
• Review charges by contractors to verify accuracy and adherence to agreements.
