Job summary

Harris County Flood Control District is seeking a Procurement Specialist to handle end-to-end procurement activities, including bid development, solicitation, contract negotiation, and supplier performance oversight. This role supports building a centralized procurement organization and aligning processes with district goals to serve Harris County residents.

The position requires three years of procurement experience, a Bachelor’s degree or equivalent, and strong MS Office skills.

Qualifications

• Three years of experience in procurement and contract administration.
• High school diploma or G.E.D. equivalent.
• Bachelor’s Degree, or equivalent combination of education, training, and experience.

Responsibilities

• Collaborate with project managers and stakeholders to understand procurement needs and develop bid specifications.
• Review requisitions, ICEs, and cost analyses for accuracy.
• Conduct competitive bidding, issue RFPs/RFQs, CSPs, IFBs, and evaluate bids.
• Prepare bid invitations, finalize specifications, coordinate legal/insurance requirements, and advertise solicitations.
• Negotiate terms with suppliers and monitor contract performance.
• Maintain procurement records and coordinate with Finance for purchase orders.
