TCWGlobal seeks a Senior Contracts & Procurement Manager to lead procurement and subcontracting activities for BOS NGA National Campus West in St. Louis and Arnold, Missouri.

The role oversees full lifecycle of service and construction subcontracts, coordinating with engineering teams and government customers to meet schedules, budgets, and service expectations. Required is a Top Secret/SCI clearance; candidates should have 5+ years of relevant experience or 10 years with high school diploma,

Qualifications

• Bachelor's degree in Business Administration or related field with 5+ years of experience.
• Experience managing contracts, procurement, subcontractors, vendors, and purchasing activities.
• Experience leading procurement teams.
• Government SCA knowledge preferred.
• Ability to review contracts, solicitations, and other contractual requirements.
• Strong vendor management, negotiation, and stakeholder communication.

Responsibilities

• Lead and supervise the procurement team, including Senior Contract Specialist, Contract Specialist, and Buyer.
• Develop and maintain contracting and procurement policies, procedures, and purchasing strategies.
• Manage acquisition and procurement of BOS service and construction subcontracts.
• Manage service contracts including grounds, equipment maintenance, and facility services.
• Partner with engineering teams on procurement requirements for repairs and projects.
• Manage solicitation process: RFPs, bid analysis, and source selection.
• Review engineered solicitations and establish bid criteria.
• Manage subcontractor performance, schedules, and invoicing.
• Provide project management for facility repair projects with subcontracted services.
• Coordinate subcontractor site access and HSPD-12 background checks.
• Oversee CMMS work requests for reimbursable subcontracts.
• Maintain subcontractor relationships and qualify new vendors.
• Monitor contract administration and communicate with the customer.
• Establish Small Business Plan to maximize utilization of small businesses.
• Plan Budgets for contracts and materials.
• Ensure compliance with terms and conditions.
• Develop corrective action plans as needed.
• Create POs and process payments for work.
• Serve as Alternate FSO for site access processes.
• Support Buyer duties as needed.
