Job summary

ServiceSource is seeking a procurement leader to oversee Base Operations Support contracts for NGA’s NCW, spanning St. Louis and Arnold, MO.

You will supervise a procurement team, craft strategies for contracting, and coordinate with engineering and government partners to ensure compliant, timely deliverables. The role requires strong communication, governance experience with government standards, and the ability to obtain/maintain Top Secret/SCI clearance with polygraph.

Qualifications

• Bachelor’s degree in Business Administration or related field with 5+ years experience or high school diploma with 10 years’ experience.
• Knowledge and experience with government SCA is preferred.
• Strong interpersonal, written, and communication skills required.
• Ability to obtain and maintain a Top Secret/SCI government security clearance with polygraph is required.

Responsibilities

• Develops contracts policy and supervises procurement team.
• Lead and supervise procurement; effectively handling the procurement of contracts and supplies.
• Develop sound, cost-effective strategies for setting up contracts and purchasing of materials.
• Evaluating operations while seeking ways to improve/enhance the quality of contracts/products.
• Manage the acquisition and procurement of Base Operation Support subcontracts for all service types and construction contracts.
• Performs the source selection and contracting actions for all of the reimbursable contracts created by the engineering section.
• Independently provide project management for a variety of facility repairs that require subcontract functions.
• Manage site access for subcontractors to include scheduling and providing escort plans.
• Manage data information to monitor and uphold work performance and schedules for service and construction subcontracts.
• Independently review engineered solicitations, develop bid criteria, issue RFPs, coordinate reviews, and award work.
• Solely manages service contracts and coordinates special purchases (e.g., high-value scanners).
• Coordinates with subcontractors to submit select employees for HSPD-12 security background check.
