TCWGlobal seeks an experienced Senior Contracts & Procurement Manager to lead BOS procurement for the NGA National Campus West contract in St. Louis and Arnold, Missouri.

You will oversee the full subcontract lifecycle with engineers, vendors, and government customers, ensuring schedules, budgets, and service levels are met. The role requires a minimum 5 years in contracts/procurement, leadership experience, and a Top Secret/SCI clearance.

Qualifikationen

• Bachelor's degree + 5+ years of related experience or 10+ years with HS diploma required.
• Experience managing contracts, procurement, subcontractors, vendors, and purchasing.
• Experience leading and mentoring a procurement or contracts team.
• Knowledge of government SCA preferred.
• Ability to review contracts, solicitations, and related documents.
• Strong vendor management, negotiation, and stakeholder communication skills.
• Ability to manage multiple contracts, budgets, and priorities with limited supervision.
• Proficiency with Microsoft Office (Word, Excel, Outlook).
• Top Secret/SCI security clearance is required.

Aufgaben

• Lead procurement team and oversee subcontracts lifecycle from solicitation to closeout.
• Develop and implement contracting policies, procedures, and purchasing strategies.
• Manage acquisition of BOS service and construction subcontracts.
• Oversee service contracts for facilities and related trades.
• Coordinate procurement requirements with engineering on repairs and projects.
• Manage RFPs, bid analysis, source selection, and contract awards.
• Ensure subcontractor performance, schedules, quality, and invoicing compliance.
• Provide project management for facility repair projects with subcontracted services.
• Coordinate subcontractor site access and HSPD-12 background checks.
• Maintain CMMS work requests and vendor relationships; qualify new vendors.
• Monitor contract administration and maintain customer communications.
• Support Small Business Plan and maximize SB utilization.
• Prepare budgets for contracts, subcontracts, equipment, and supplies.
• Create POs and process payments for completed work.
• Serve as Alternate FSO for site access processes.
