Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a Contract Support Specialist at our Dahlgren, Virginia location to manage pre/post award actions under FAR, and support DoD procurement processes.

You will prepare solicitations, monitor performance, and coordinate funding modifications in a fast-paced national security environment. The ideal candidate will have TS/SCI clearance (SAP access), 5+ years as a Contract Specialist, strong MS Office skills, and proven ability to work with DoD

Qualifications

• Top Secret/SCI eligible clearance required; SAP access.
• 5+ years’ experience as Contract Specialist.
• Proficiency in MS Office (Outlook, Word, PowerPoint, Excel).
• Strong written and verbal communication skills.
• Ability to report to Dahlgren, VA full-time when needed.

Responsibilities

• Execute pre/post award contract management actions under FAR Part 16.
• Prepare solicitation documents with appropriate clauses and specs.
• Monitor contract performance and analyze contractor metrics.
• Review requisition packages for adequacy and compliance.
• Process funding modifications and contract changes.
• Conduct cost and price analysis on procurements.
• Prepare negotiation memoranda and post-negotiation rationale.
• Prepare full documentation for contract actions for review.
• Prepare RFI packages and respond to FOIA inquiries.
• Conduct contract close-out procedures per FAR 4.805.
• Track open Purchase Requests and MIPRs through contracting system.
• Enter contract actions in CSC/DoD procurement systems.
