INCATech is searching for a Senior Contract Specialist to support the Federal Aviation Administration. The Senior Contract Specialist may:

Responsibilities

1. Post-Award Acquisition Support: Provide advice, recommendations, and document support in all areas of the acquisition post-award phase. Perform rigorous financial analysis and invoice review, draft contract modifications as requested, draft contract letters, and maintain contract files in a SharePoint environment. Perform invoice analysis to ensure contractors invoice in accordance with their internal pricing procedures and approved billing rates. Provide invoice pre-dispute support. Maintain all invoice documents on KSN.
2. Provide Pre-Award Support: Draft contract sections, prepare market research reports, conduct small business analysis, draft pre-solicitation announcements, support development of Source Selection/Evaluation Plans, Evaluation Factors and Criteria, IGCEs, and D&Fs.
3. Source Evaluation Support: Support Contracting Officers in proposal compliance reviews, cost/price analysis, drafting Pre/Post Negotiation Memoranda, supporting Evaluation Reports, assisting in awardee determination, developing Source Selection Briefs, and supporting proposal debriefings and protests.

Minimum Requirements

• Bachelor’s Degree
• 8 years experience in pre-award, source evaluation, and contracts administration support
• Excellent contract administration experience and financial reconciliation skills
• Proficiency with contract writing & administration tools, SharePoint, and Microsoft Office Suite
• Experience with invoice review, contract funding, and billings tracking
• Strong communication skills and ability to lead complex initiatives

Preferred Qualifications

• Substantial financial analysis experience (funding, invoice analysis, CPIF, CPFF, FFP CLINS)
• Level 3 contracts certification (e.g., FAC-C III, DAWIA III)
• FAA experience and familiarity with FAA systems like KSN, DELPHI, PRISM, OBIWAN
• Experience with vendor proposals, system engineering requirements, and FAA Acquisition Management System
