The National Security Technology Accelerator (NSTXL) harvests innovative technology from the commercial and non-defense marketplace, transforming government innovation while decreasing costs, compressing timelines, and improving outcomes. We offer a unique and simplified approach to rapidly develop, demonstrate, and assess prototypes that address a range of operational and installation needs, from individual Warfighter technology to large-scale installation projects. NSTXL supports the delivery of technology to the Department of Defense by serving as a one-stop shop to match government requirements with innovative private-sector and academic solutions.

NSTXL is creating an ecosystem of innovators to collaborate and bring next generation technologies to the end-user. Currently, our OTAs have more than 900 corporate, non-profit, educational, and financial institution members. For these members, NSTXL offers opportunities to bid on government contracts, education and training, and live/virtual forums on a wide variety of topics.

Job Description

Are you a seasoned contracts professional with a passion for innovation and national defense? We're seeking a Senior Specialist, Contracts to lead contract activities across a dynamic portfolio of Other Transaction (OT)-based prototyping projects focused on emerging defense technologies.

In this pivotal role, you'll serve as the primary contracts expert for assigned projects, supporting both our Department of Defense (DoD) customers and project Performers through all phases of prototype development. You'll collaborate across departments—including program management, marketing, and finance—to manage risk, ensure compliance, and drive successful project execution.

What You'll Do
  1. Serve as the lead contracts specialist for assigned projects throughout the project lifecycle.
  2. Develop, prepare, review, and administer agreements, including all supporting documents and memoranda, ensuring compliance with policies, regulations, and statutes. Provide reviewed, edited, and ‘ready-to-approve’ contractual actions or documentation for internal consideration & approval (i.e., Senior Contracts Manager review).
  3. Support, participate, and/or act as lead moderator in moderate-to-highly complex contract negotiations with performers and/or customers, as assigned.
  4. Lead troubleshooting efforts to resolve contractual issues and escalate to management when appropriate.
  5. Review contract terms to identify potential risks and monitor compliance issues at prime, performer, and sub-performer tiers.
  6. Prepare high-quality documentation, correspondence, and presentations to support various actions.
  7. Examine supporting materials and agreement documents, conduct timely research, and share findings with supervisor and/or team as applicable.
  8. Author high-quality documentation and correspondence.
  9. Coordinate as a primary liaison between the organization and performers/customers for assigned workload.
  10. Maintain accurate, thorough, and complete contract records to ensure compliance with contractual, reporting, and regulatory requirements.
What You Bring
  • Bachelor’s Degree or higher in a relevant field such as Business Administration.
  • At least 5+ years of relevant contracting experience.
  • Possession of, or ability to obtain, SECRET-level clearance.
  • Experience in contract execution, procurement, or acquisition supporting a defense-centric portfolio.
  • Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant regulations.
  • Experience managing projects and contracts from inception to completion.
  • Excellent communication skills, both verbal and written.
  • Ability to work collaboratively across teams and stakeholders.
  • Negotiation and conflict resolution skills.
  • Familiarity with DoD R&D acquisition policies and alternative contracting methods.
  • Strong analytical, problem-solving, and multitasking skills.
  • Attention to detail and high accuracy in documentation.
  • Proficiency with contract management software and Microsoft Office.
Nice to Have
  • Certifications such as DAWIIA, NCMA, or equivalent.
  • Experience with Other Transaction agreements (10 U.S. Code § 4021 & 4022).
  • Previous signature authority or Contracting Officer warrant.
  • Knowledge of FAR Source Selection and Commercial Supplier processes.
