Job summary

CFSA is seeking a Contract Monitoring Specialist to oversee daily operations of the Contracts Monitoring Division. You will monitor CFSA contracts with child welfare programs, conduct data gathering and analysis, and ensure compliance with federal and local regulations.

You will prepare briefings, reconcile invoices, and coordinate with providers and internal stakeholders to improve service delivery and client outcomes.

Qualifications

• Demonstrated advanced knowledge of contracting procedures and evaluation methods.
• Ability to analyze contract data in Excel and synthesize findings into recommendations.
• Advanced knowledge of management concepts and coordinating unit functions.
• Mediation and negotiation skills with tactful public interaction.
• Understanding of laws and regulations governing CFSA contracts.
• Experience with qualitative and quantitative analyses for program improvement.
• Sensitivity to the socio-economic and cultural context of DC residents.
• Excellent written and oral communication to present findings.

Responsibilities

• Provides technical support to providers under contract and monitors service quality.
• Evaluates program content and performance using data collected by monitors.
• Interprets data to improve service delivery and reporting to leadership.
• Reconciles placement and ad hoc invoices against contracts for timely payments.
• Assists in developing program plans, policies, and procedures with monitoring tools.
• Prepares briefings and coordinates meetings with providers to address progress and issues.
• Communicates regulations and coordinates with stakeholders to identify needs and problems.
• Conducts site visits and develops monitoring tools for contracted providers.
• Keeps abreast of contracting and social work issues and informs staff accordingly.
• Performs supervisory functions including staff assignment, performance, and training.
