Job summary

The Child and Family Services Agency (CFSA) within DC Government seeks a Contracts Monitoring Specialist to oversee daily operations of the Contracts Monitoring Division. You will monitor contracts with child welfare providers and ensure services meet laws, regulations, and contract terms.

Responsibilities include data gathering, analysis, invoice reconciliation, site visits, reporting, and coordinating with internal and external stakeholders to improve service delivery and client outcomes.

Qualifications

• Demonstrated advanced knowledge of contracting procedures and various methods of program evaluation.
• Ability to analyze and interpret complex contract data and synthesize findings into actionable recommendations.
• Strong management concepts to coordinate several Unit functions and monitoring activities.

Responsibilities

• Provides technical support to providers and monitors the quality of services to ensure contract compliance.
• Evaluates program content and service delivery based on data collected by performance monitors.
• Interprets data and recommends actions to improve service delivery and policy adherence.
• Reconciles placement and ad hoc invoices against contracted terms and resolves billing discrepancies.
• Participates in developing program plans, including goals, procedures, and record management systems.
• Prepares administrative briefings and oversees meetings with providers to discuss trends and outcomes.
• Disseminates regulations to providers and coordinates with stakeholders to address progress and problems.
• Conducts site visits and develops monitoring tools to assess services as intended.
• Provides updates on contracting and social work issues to staff and leadership.
