Job summary

ATI, Inc. in Bethesda, MD is seeking a full-time Construction Quality Management Representative to oversee on-site construction activities and report findings to the government client.

The role emphasizes daily site oversight, QA/QC, and coordination with COR/CO. The ideal candidate has a Bachelor’s in Engineering (ABET) and at least 5 years of experience in facility design and construction, with familiarity of NIH/FDM, OSHA standards, and CPM scheduling.

Qualifications

• Bachelor’s degree in Engineering from an ABET‑accredited institution.
• 5+ years of progressively responsible experience in facility design and construction, including QA/QC, cost estimating, and schedule analysis.
• Familiarity with NIH Facility Development Manual (FDM), federal building codes, NFPA standards, OSHA regulations, NEPA, and other applicable federal requirements.
• Strong written and verbal communication skills with the ability to produce accurate daily reports, meeting documentation, and technical analyses.
• Completion of OSHA 30‑hour General Industry or Construction Outreach training.

Responsibilities

• Daily Site Oversight — Perform full‑time, on‑site monitoring of construction activities, including daily inspections, documentation of work in place, verification of drawings/specifications, and daily reports with measurements and photos.
• Crane and Equipment Operations — Document crane mobilizations/demobilizations and installation/removal of laboratory exhaust fans, including weekend workdays.
• Project Administration Support — Assist with RFIs, submittals, design documents, correspondence, and technical deliverables.
• Cost Estimating & Change Management — Prepare independent cost estimates for change orders and evaluate proposals; develop cost/time impacts within five days.
• Schedule Review & CPM Analysis — Review CPM schedules, verify progress, identify deviations, and recommend actions.
• Quality Assurance Oversight — Ensure GC’s QC plan is executed and work meets contract requirements.
• Meeting Participation & Documentation — Attend meetings, document minutes, and track action items.
• Progress Payment Review — Evaluate invoices for accuracy and alignment with schedule progress.
• Risk Identification & Reporting — Identify and mitigate risks related to life safety, quality, schedule, or cost.
• Recordkeeping & PMIS Management — Maintain complete electronic project records; support PMIS implementation.
• Compliance Monitoring — Ensure adherence to NIH/ federal regulations, safety, and decommissioning/commissioning procedures.
• Safety Oversight — Ensure OSHA compliance and coordinate with NIH safety authorities.
• Closeout Support — Assist with punch lists, redlines, and turnover package completion.
