ATI, Inc. in Bethesda, MD is recruiting for a full-time Construction Quality Management Representative to oversee on-site construction activities, ensure QC compliance, and deliver findings to a government client.

The role includes managing schedules, cost estimates, RFIs, submittals, and daily reports from a busy site. The position requires a ABET‑accredited engineering degree and 5+ years of relevant experience, with OSHA 30-hour training preferred.

Qualifications

• Bachelor’s degree in Engineering from ABET-accredited institution.
• Minimum 5+ years of progressively responsible experience in facility design and construction, including QA/QC, cost estimating, schedule analysis, and federal project support.
• Proficiency in reviewing design documents, drawings, specifications, RFIs, submittals, and CPM schedules.
• Familiarity with NIH Facility Development Manual (FDM), federal building codes, NFPA, OSHA, NEPA, and other applicable federal requirements.
• Strong written and verbal communication skills with the ability to produce accurate daily reports, meeting documentation, and technical analyses.
• OSHA 30-hour General Industry or Construction Outreach training completed.

Responsibilities

• Crane and equipment operations documentation including weekend workdays.
• Project administration support for RFIs, submittals, and design documents.
• Prepare independent cost estimates for change orders and cost impacts within tight timelines.
• Review CPM schedules and verify progress against cost-loaded activities.
• Ensure QA program aligns with contract requirements and industry standards.
• Attend meetings and document action items and follow-ups.
• Evaluate invoices for accuracy and alignment with schedule progress.
• Identify risks and assist in mitigation strategies and monitoring.
• Maintain organized electronic project records and support PMIS implementation.
• Ensure compliance with government policies, codes, safety requirements, and security protocols.

ATI has a current need for a full-time Construction Quality Management Representative in Bethesda, MD. The Representative will be responsible for surveillance of construction projects and delivering findings to our government client.

Duties and Responsibilities of a Construction Quality Management Representative

Duties may include, but not be limited to, the following:

• Daily Site Oversight — Perform full‑time, on‑site monitoring of construction activities, including daily inspections, documentation of work in place, verification of compliance with drawings/specifications, and submission of digital daily reports with measurements, photos, and recommended corrective actions.
• Crane and Equipment Operations — Attend and document all crane mobilizations/demobilizations and the removal and installation of the five laboratory exhaust fans, including required weekend workdays.
• Project Administration Support — Assist the COR and CO with day‑to‑day contract administration, including review, coordination, and tracking of RFIs, submittals, design documents, correspondence, and technical deliverables.
• Cost Estimating & Change Management — Prepare independent cost estimates for change orders, value engineering items, AE errors/omissions, scope changes, and claims; evaluate GC proposals; and develop cost/time impacts for all PCOs within five days of identification.
• Schedule Review & CPM Analysis — Review and analyze constructor CPM schedules, verify progress against cost‑loaded activities, identify deviations, and recommend approval or corrective actions to the COR and CO.
• Quality Assurance Oversight — Implement a systematic QA program ensuring the GC’s QC plan is effectively executed, and all work meets contract requirements, benchmarks, and industry standards.
• Meeting Participation & Documentation — Attend and document project meetings; review GC meeting minutes for accuracy; prepare action‑item tracking logs; and provide recommendations for resolving discrepancies.
• Progress Payment Review — Evaluate GC draft invoices for accuracy, completeness, and alignment with schedule progress; provide recommendations for payment and verify corrections in revised submissions.
• Risk Identification & Reporting — Identify and report risks related to life safety, quality, schedule, or cost; assist in developing mitigation strategies and monitoring risk conditions throughout the project.
• Recordkeeping & PMIS Management — Maintain complete, organized electronic project records, including drawings, specifications, RFIs, submittals, daily reports, correspondence, and change‑order documentation; support PMIS implementation and upkeep.
• Compliance Monitoring — Ensure adherence to government client's policies, federal regulations, building codes, safety requirements, laboratory decommissioning/commissioning procedures, and security protocols.
• Safety Oversight — Maintain personal compliance with OSHA requirements, report unsafe conditions, and coordinate with NIH safety authorities as needed.
• Closeout Support — Assist with punch list development, review of redline drawings, O&M manual verification, warranty documentation, and turnover package completion.

Required Qualifications for a Construction Quality Management Representative

• Education — Bachelor’s degree in Engineering from an ABET‑accredited institution.
• Experience — Minimum 5+ years of progressively responsible experience in facility design and construction projects, including QA/QC, cost estimating, schedule analysis, and federal project support.
• Technical Competence — Demonstrated proficiency in reviewing design documents, construction drawings, specifications, RFIs, submittals, and CPM schedules; ability to perform independent cost estimates using standard industry methodologies.
• Regulatory Knowledge — Familiarity with NIH Facility Development Manual (FDM), federal building codes, NFPA standards, OSHA regulations, NEPA, and other applicable federal requirements.
• Documentation & Communication — Strong written and verbal communication skills with the ability to produce accurate daily reports, meeting documentation, and technical analyses.
• Safety Credentials — Completion of OSHA 30‑hour General Industry or Construction Outreach training.
• Project Controls Expertise — Ability to identify schedule risks, cost impacts, productivity losses, and recovery strategies; experience with cost‑loaded CPM schedules preferred.
• Technology Skills — Proficiency with electronic project management systems, digital documentation tools, and construction scheduling software matching the GC’s CPM platform.
• Professional Conduct — Ability to work on a federal client site, comply with all security and access requirements, and maintain professional interactions with Government, AE, GC, and CxA personnel.
