Job summary

State of Indiana's Indiana Department of Transportation seeks an accomplished construction program manager to oversee large-scale projects across Bluffton/Marion. You will plan, execute, and control complex highway construction efforts, lead a team, manage budgets over $25 million, and ensure regulatory compliance and stakeholder coordination.

Qualifications

• Bachelor's degree in engineering, engineering technology, construction management, construction technology, project management or related field and 6+ years of experience.
• Associate's degree or certificate in engineering, engineering technology, construction management, construction technology, project management or related field and 8+ years of experience.
• 10+ years of experience applying the below-outlined knowledge, skills, and abilities in a similar role.
• Related certifications and coursework may be considered for education or experience.
• Must possess a valid driver’s license.
• Broad knowledge of construction management methods, materials, safety, scheduling, specifications, contract documents, estimating, and cost analysis.
• Proven track record of managing large-scale projects, with emphasis on cost control, project delivery and scheduling.
• Excellent leadership and communication skills.
• Extensive knowledge of construction regulations and best practices.
• Detailed knowledge of scheduling, CAD and drafting, field layout, submittal review, project quantities, material procurement, equipment tracking, and building design and planning.
• Ability to use and navigate construction management applications (Site Manager).
• Ability to delegate work, set clear direction, and manage workflow.
• Ability to provide feedback and develop employee skillsets.

Responsibilities

• Plan and execute complex construction projects, ensuring scope, timelines, and resources.
• Assign tasks and overtime to highway technicians and project supervisors.
• Maintain contracts, permits, progress reports, pay quantities, and pay estimates.
• Attend meetings, workshops, and conferences related to construction.
• Coordinate with contractor, agency, and stakeholders to resolve field issues.
• Provide technical guidance to ensure projects meet plans, budgets, and standards.
• Develop and manage project budgets over $25 million.
• Create and negotiate change orders with approval authority.
• Prepare documentation for contractor claims.
• Monitor expenses and implement cost-saving measures.
• Lead and develop team; recruit and onboard as needed.
• Some roles may be on site; some may be eligible for remote work per policy.
• Position exempt from overtime; may exceed 75 hours per pay period.
