Summary Of Duties
The purpose of this position is to deliver major municipal facility projects within constraints of the project scope, resources, time, and budget. The Senior Construction Project Manager is independently responsible for completion of real property improvements to be owned and maintained by the City. This is accomplished through exercising broad authority to direct, manage, and oversee major capital projects and, from time to time, smaller projects from the initial concept development through turnover and occupancy; skillful management and coordination of initial feasibility studies, preliminary planning, conceptual and detailed design, cost estimation, project commissioning, and closeout activities; proficient negotiations of crucial project management issues; proactive communication and professional project updates and presentations to all stakeholders; implementing, managing, and improving information and project management systems, as required; and possessing the ability to multi-task and perform duties and responsibilities commensurate with the City’s core values. Other duties include providing highly complex support to the Director of Special Projects.

- Directs, develops, and evaluates projects from inception to occupancy using accepted project management methodologies.
- Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments.
- Develops project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
- Develops and implements plans to communicate project methodology and processes to interested groups and team members.
- Collaborates with Purchasing Department of Request for Qualifications and contractor selection.
- Responsible for all allocated project funds.
- Maintains accurate transaction records to withstand random and formal audits of all documents impacting project costs.
- Approves funding encumbrances and expenditures in order to deliver the expected project.
- Utilizes risk mitigation strategies to reduce overall cost exposure to stakeholders.
- Monitors and manages project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget.
- Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.
- Compiles and distributes project information, project status reports, and project budget expenditures.
- Facilitates project meeting with appropriate internal and external stakeholders.
- Creates documentation procedures to capture and manage changes in original project plan.
- Will oversee multiple projects concurrently.
- May present to City Council or other interested groups on project status and other issues of public interest.
- May direct, assign, and evaluate the work of project staff.
- Regular and consistent attendance for the assigned work schedule is essential.

Typical Decisions
The Project Manager job classification series is intended for employees that are responsible for the successful initiation, daily oversight, and delivery of projects. Typically, employees at the senior levels routinely work on projects that are highly complex, which may include projects that have large budgets, a large and complex scope, long-range time frames, sizeable staff, and a high level of impact. Those projects also require highly specialized skills, and/or are projects that are multi-departmental and multi-jurisdictional. Project managers are typically responsible for leading the project lifecycle from project initiation through completion.
Technical Skills
Advanced – Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. Including:
- Thorough knowledge of:
- Building construction, systems, maintenance, and repairs.
- Construction practices, methods, materials, and equipment.
- Mechanical, electrical, telecommunications, and other state-of-the-art infrastructure systems. Must be able to coordinate these disciplines for general construction and planning purposes.
- Demonstrates ability to provide both preliminary and detailed construction cost estimates and scopes of work.
- Ability to interpret blueprints, design plans, specifications, and technical instructions.
- Excellent oral and written communication skills (including listening).
- Excellent analytical and problem-solving skills.
- Excellent organizational skills.
- Experience with Design/Bid/Build, Design/Build, and CM@Risk construction delivery methods is necessary.
- Knowledge of CPM scheduling, web-based project management tools, and earned value analysis.
- Codes, laws, ordinances, and other regulatory requirements pertaining to design, construction and renovation of facilities.
Minimum Qualifications
Knowledge of: P roject management theories and practices (including contracting utilizing Project Manager at Risk methods), applicable to projects that are highly complex in scope; systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.
Skill in: P roject management monitoring, in addressing changes in scope and budget, and in the use of a computer and applicable software. Ability to manage project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; to communicate effectively; and to direct, assign, and evaluate the work of project staff. Establishing and maintaining effective working relationships; learning and responding to requirements of the Texas Public Information Act.
Education: Bachelor’s degree from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.
Experience: Seven (7) years of work experience in the field of construction project management and two (2) years of supervisory experience.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be considered an acceptable substitute for the above specified education and experience requirements.
Licenses and Certifications: Must have a valid Class “C” Driver’s License prior to employment (must obtain Texas Class “C” driver’s license within 30 days of hire per state law).
Preferred: Master Project Manager (MPM), Project Management Professional (PMP), Certified Construction Manager (CCM), Certified Project Manager (CPM), Professional Engineer (PE), Certified Associate Project Manager (CAPM), Program Management Professional (PgM).
Conditions of Employment: Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check
Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment ; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone . Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds .
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
