Job summary

Jacksonville Housing Authority is seeking a Construction Project Manager to lead capital projects from inception through close-out, ensuring budget, schedule and approved scope are met.

The role oversees design contracts with architects/engineers, coordinates with HUD/state/local regulatory agencies, mentors other project managers, and requires a Bachelor's degree in Architecture, Engineering, Construction Management or related field and at least four years of PM experience.

Qualifications

• Bachelor’s degree in Architecture, Engineering, Construction Management or related field with minimum 4 years in project management for construction/building maintenance.
• Valid driver’s license and ability to travel to project sites.
• OSHA 30-Hour certification required or obtained within six months; PMP and CCM certifications are desired.
• Working knowledge of federal, state and local housing regulations and budgeting principles.
• Excellent communication and negotiation skills; strong problem-solving and organizational skills.

Responsibilities

• Lead projects from inception to close-out, ensuring budget, schedule and scope adherence.
• Act as liaison between JHA, architects, engineers, consultants, general contractors, and asset management.
• Plan programs, monitor objectives, and record activities throughout project lifecycle.
• Facilitate team definition of scope, goals, and deliverables.
• Manage project budget and resource allocation.
• Review design for accuracy and code adherence.
• Supervise project performance across scope, safety, quality, and costs.
• Track deliverables and report progress to stakeholders.
• Record variances from contract documents and report progress.
• Lead weekly meetings with consultants and on-site meetings with stakeholders.
• Verify budgeting allocations and issue requisitions and PO’s.
• Identify problems and establish corrective actions.
• Review progress schedules and invoices for payment.
• Maintain project records in PM system.
• Review close-out documents and ensure contract compliance.
• Manage architect of record, engineers, and consultants through close-out.
• Supervise multiple projects concurrently.
• Develop training programs and capture lessons learned.
• Respond to crisis situations 24/7.
• Perform other duties as assigned.
