Job summary

MTS is seeking a Senior Procurement Specialist (Construction) to lead complex capital project procurements, including A&E, design-build and construction management services. You will manage the full procurement lifecycle from bids to contract closeouts and drive best-practice processes across departments.

The role requires extensive knowledge of public procurement, strong negotiation skills, and the ability to work in a fast-paced environment with compliance to policies and regulations.

Qualifications

• Knowledge of public procurement concepts and contracting practices.
• Ability to interpret and apply regulations and policies.
• Strong negotiation and analytical skills.

Responsibilities

• Lead highly complex formal procurements for capital projects (A&E, construction, JOC).
• Coordinate bids, RFPs/IFBs and contract awards.
• Negotiate terms, oversee proposals, ensure compliance and timely closeouts.
• Provide procurement guidance to staff and project managers.
