Job summary

Parsons in Norfolk, VA is seeking a senior Construction Manager to lead Owner's Agent construction management across multiple projects. You will oversee feasibility studies, reviews, and implementation of constructability solutions while coordinating with government and contractor teams.

The role requires an active Secret clearance, 15+ years of experience, and a BS in engineering-related field. Expect field presence, safety adherence, and close collaboration with stakeholders on complex

Qualifications

• Active Secret security clearance required.
• Bachelor's degree in Engineering, Architecture, Construction Management, or related field.
• 15+ years of broad construction management experience.
• Experience with design-build, federal construction programs, and safety
• Certified Construction Manager certification; USACE/NAVFAC CQMs a plus.

Responsibilities

• Provide construction expertise and technical leadership across multiple projects and task orders.
• Support site assessments by evaluating feasibility, access, logistics, and schedule constraints.
• Review construction documents, drawings, submittals, schedules, and safety documents.
• Perform constructability reviews and identify design conflicts and cost/schedule impacts.
• Support post-award construction management from mobilization through closeout.
• Conduct site inspections and verify conformance with contract documents and codes.
• Attend preparatory and follow-up inspections and meetings.
• Verify contractor's quality-control and safety programs.
• Identify deficiencies, document findings, and verify corrective actions.
• Review RFIs, submittals, shop drawings, material data, and proposed changes.
• Provide input for contract modifications, scope development, and recovery plans.
• Coordinate with Government Officers, designers, contractors, utilities, and stakeholders.
• Monitor progress, quality, safety, schedule status, and KPIs.
• Assist with project closeout, archiving, and lessons learned.
• Mentor Construction Managers and project staff.
