Qualifications

• Bachelor's Degree in Civil Engineering or closely related engineering discipline and six years of practical engineering experience in management, design and construction of capital projects related to transportation.
• Considerable knowledge of civil engineering practices and procedures involving construction plan design.
• Ability to manage multiple projects simultaneously.
• Ability to supervise technical and skilled employees; communicate effectively (oral and written); operate basic office equipment; establish working relationships with coworkers, County staff, officials, agencies, media and the public.
• Licensed Professional Engineer in the State of Texas, or obtain within the first six months of employment.
• Valid Class C Texas driver’s license.
• Must secure and maintain a favorable background investigation and clearance.
• Must pass pre-employment physical and drug screen.
• May be required to work more than 40 hours per week.

Responsibilities

• Supervises and administers the construction of County flood control and roadway capital improvement projects.
• Supervises engineering design, surveying services, subdivision development, and floodplain management; assists in design and construction issues.
• Supervises Capital Project Engineers, Civil Engineering Assistants, Construction Inspectors, and related staff.
• Prepares and reviews plans, specifications, estimates and contracts for construction projects.
• Signs and affixes official engineer seal to Public Works design projects.
• Conducts field investigations to evaluate construction design problems and recommends solutions.
• Coordinates development and construction administration with contractors, utility companies, landowners,developers, governmental agencies, and the public.
