Job summary

ChildCareGroup is seeking a Senior Compliance Specialist to lead the Compliance unit, mentor specialists, and manage escalated fraud cases. The role partners with Workforce Boards and the Texas Workforce Commission, and calculates service costs for ineligible customers.

You will report to the Process Improvement Manager, conduct interviews on-site and off, and ensure timely investigations while maintaining data integrity and confidentiality in a busy childcare subsidy environment.

Qualifications

  • High School diploma or GED required; Bachelor's degree preferred.
  • Experience in eligibility determination, state and federal regulation interpretation, training in monitoring for contract compliance, mathematical accuracy, or internal control compliance.
  • Must have experience in all Microsoft Office Applications, advanced Microsoft Excel skills required.
  • Ability to effectively present information and strong analytical skills.
  • Ability to clearly present information in written or oral form; read and interpret a variety of written information.

Responsibilities

  • Suspected Fraud/Abuse: performs fact-finding on customer and child care provider reports within required timeframe in coordination with Workforce Solutions and the Texas Workforce Commission.
  • Lead Role: mentor and coach Specialists; back up for case reading; assist with training needs.
  • Data Organization & Reporting: compile and present data for management, Workforce Solutions and the Texas Workforce Commission.
  • Other duties as assigned.

This position is responsible for mentoring and coaching other Specialists and managing escalated cases that need intensive fact finding when there is a suspicion of fraudulent activity. In addition, other responsibilities will include working with local Workforce Boards and the Texas Workforce Commission to report locally and at the state level when fraudulent intent has been discovered. Will be responsible for calculating the cost of services that the individual will owe if deemed ineligible and will manage the collection process. Will conduct customer interviews onsite and off. Will report to the Process Improvement Manager with some demand for independent judgment.

SUMMARY/PURPOSE OF POSITION

POSITION RESPONSIBILITIES/ESSENTIAL JOB FUNCTIONS
Suspected Fraud/Abuse:

Performs fact-finding on customer and child care provider related reports and within the required timeframe as defined by the Texas Workforce Commission. Works alongside Workforce Solutions and the Texas Workforce Commission during all investigations. Will determine the cost of services while ineligible and begins the collections process. Sets up and monitors Repayment Schedules and manages Warrant Hold List placements and balances. Reports findings to CCA Management, Workforce Solutions and the Texas Workforce Commission using an automated database.

Lead Role:

Responsible for mentoring and coaching existing Specialists who monitor casework. Will process cases that have been identified as potential fraud and needs more intensive work. Will be serve as the back up for case reading when necessary and assist with TWC exception reports. Will work closely with the Staff Trainer on identified training needs.

Data Organization & Reporting:

Systematically compiles and aggregates data from suspected fraud and recoupment cases and maintains current and historical data for easy manipulation with readiness to present/CCA Management, Workforce Solutions and the Texas Workforce Commission when necessary.

JOB SPECIFICATIONS

PHYSICAL DEMANDS/WORK ENVIRONMENT

Local travel required. Must have reliable transportation; valid Texas drivers license, proof of liability insurance and driving record acceptable to CCGs automobile liability insurance carrier

Will be required to travel to all contractor sites

Work requires normal physical effort, visual attention, manual dexterity or coordination. Any lifting restricted to items or children weighing less than 25 pounds
