Job summary

Pacific Lifestyle Homes in Washington/Vancouver is seeking an experienced Civil Site Development Manager to lead site preparation, utilities, drainage and road development for multiple residential projects.

This full-time role reports to the Director of Land Acquisition and Development and focuses on timelines, budgets and regulatory compliance across SW Washington, Portland Metro, Puget Sound, and Boise regions.

Qualifications

• Bachelor's degree in Construction Management, Civil Engineering, or related field.
• 5+ years of professional site development or land development management experience.
• Proven ability to manage multiple projects on time and within budget.
• Strong relationships with municipalities and inspectors.

Responsibilities

• Oversee site development billing and ensure invoices align with budgets.
• Collaborate with construction, engineering and finance teams for project delivery.
• Develop and manage budgets; reconcile expenses with forecasts.
• Read and interpret grading plans; coordinate with contractors as needed.
• Lead field activities with trade partners; attend on-site meetings.
• Support feasibility studies and risk analysis for development.
• Apply construction principles to ensure timely and compliant delivery.
• Manage bid processes, contractor negotiations, and scope/schedule.
• Align site development work with strategic company priorities.
