Job summary

Horrocks in Pleasant Grove, UT seeks a Professional Engineer/Project Manager for Site Development to lead projects from conception through completion, coordinating with clients and internal teams.

The position requires a PE or ability to obtain within a year, 15–20 years of civil design experience (drainage, utilities, roadways, development), and strong leadership to supervise staff and manage budgets.

Qualifications

• Undergraduate or graduate degree in civil engineering.
• Professional Engineer (PE) licensure or ability to obtain PE within one year
• 15–20 years of progressive experience in civil design (drainage, utilities, roadways)
• Self-directed practitioner with strong project management and delivery skills
• Ability to supervise staff, bid projects, and develop execution plans
• Outstanding client and personnel communication skills
• Proficiency in AutoCAD, Civil 3D, StormCAD, WaterCAD, HEC-RAS, SWMM
• Experience with private and municipal clients
• Strong knowledge of local, state, and federal criteria

Responsibilities

• Develop project work plans and scopes.
• Provide project oversight and schedule monitoring.
• Prepare fee proposals and manage budgets and invoicing.
• Prepare drainage, utility, and roadway plans using AutoCAD and Civil 3D.
• Produce deliverables including reports and design plans.
• QA on project deliverables and documentation.
• Prepare calculations, constructions specs, and permitting.
• Manage development projects for private clients.
• Collaborate with Horrocks leaders on multi-disciplinary pursuits.
• Maintain client and project team communications.
• Lead technical reporting and presentations.
• Construction observation and coordination with contractors.
• Balance staff deployment for productive, profitable work.
• Conduct regular meetings to align project needs with staff availability.
