Job summary

Horrocks is seeking a Site Development Professional Engineer in Taylorsville, UT. You will own site development projects from initiation through completion, including planning, design, cost estimation, and coordination with clients and contractors.

The role requires a Civil Engineering degree and PE licensure, with 4–8 years in civil design (drainage, utilities, roadways). Proficiency with AutoCAD Civil 3D and related software is essential.

Qualifications

• 4–8 years of progressive civil design experience incl. drainage, utility, roadway and development design.
• Professional Engineer (PE) licensure required.
• Strong project management and project delivery skills.
• Ability to supervise staff and develop execution plans.
• Excellent client and personnel communication.
• Team leadership and collaboration skills.
• Proficiency in MS Office, AutoCAD Civil 3D and drainage/flood control software.
• Experience with private and municipal clients.

Responsibilities

• Development of project work plans and scopes of work.
• Provide project oversight and schedule monitoring.
• Prepare fee proposals and track budgets/invoicing.
• Prepare roadway, grading, drainage, water, and sewer plans using AutoCAD Civil 3D.
• Produce technical memos, design plans, specifications and reports.
• Quality assurance for project deliverables.
• Prepare calculations, specifications, and permitting docs.
• Manage development and redevelopment projects for private clients.
• Coordinate with other Horrocks practice leaders on multi-disciplinary pursuits.
• Maintain effective communications with clients and teams.
• Technical reporting and presentations; construction observation and coordination.
• Ensure productive staff deployment and resource balance.
• Regular meetings to balance project needs with staffing.
