Job summary

The City of Pasadena is seeking a Project Engineer to oversee and manage Capital Improvement Program (CIP) projects. You will review and approve construction plans, direct design and construction of municipal infrastructure, and handle contract administration from planning to closeout.

The role requires a Texas-licensed PE (or able to obtain within 2 years), 10+ years in civil engineering with CIP experience, and proficiency in Word/Excel.

Qualifications

• Bachelor's of Science in Civil Engineering or a related field with 10 years' experience, including 5 years in municipal CIP.
• Progressively increasing supervisory experience in Civil Design, Construction, and review of municipal projects.
• Licensed Professional Engineer in Texas or ability to obtain within 2 years.
• Proficient in Microsoft Word and Excel.
• Valid Texas driver's license and good driving record.
• Preferred: Experience with Procore.
• Certified Floodplain Manager.
• Bilingual English/Spanish.

Responsibilities

• Review and approve construction plans for CIP projects.
• Manage design and construction of paving, traffic, drainage, water, wastewater, and vertical infrastructure.
• Perform full contract administration and oversee contractors, utilities, and agencies.
• Develop budgets, estimates, schedules, and cost analyses for projects.
• Coordinate with consultants and internal staff through planning, design, bid, and closeout phases.
• Draft and review contract documents, specs, and addenda; manage change orders and RFI responses.
• Monitor performance criteria, schedules, and budgets; ensure compliance with codes and standards.
• Provide field inspections and ensure plans meet City standards and policies.
