The City of Pasadena is seeking an Engineer III (Graduate Engineer) to oversee advanced plan reviews for commercial, residential, right of way, pipelines, and floodplain work. You will supervise staff, coordinate with applicants and agencies, and ensure code compliance across projects in Pasadena, Texas.

Responsibilities include field inspections as needed, reviewing FEMA certificates, issuing occupancy inspections, and drafting reports for boards and council.

Formación

• Bachelors of Science in Civil Engineering or a related field; with one (1) to three (3) years' experience.
• Engineer in Training in the State of Texas.
• Certified Floodplain Manager or the ability to obtain within 1 year of hire.
• Proficient in Microsoft Word and Excel.
• Valid Texas driver's license and a good driving record.
• PREFERRED: Experience with Tyler Software for Permitting.
• Bilingual (English/Spanish)

Responsabilidades

• Oversee and complete advanced technical plan review duties related to commercial, residential, right of way management, pipelines, and floodplain development.
• Coordinate responsibilities and provide direct supervision, leadership, and training to plan review staff.
• Serve as a liaison between applicants, internal departments, and external agencies to ensure compliance with codes, ordinances, and development regulations.
• Manage and perform commercial and residential plan reviews, construction drawings, and permit applications for completeness, constructability, and code compliance.
• Perform right of way plan reviews for development, pipeline crossings and telecommunications for constructability and code compliance.
• Provide interpretations of adopted codes, policies, and regulations, and resolve complex plan review issues.
• Answer technical questions regarding plan review comments, corrections, and code interpretation.
• Perform field inspections on an as-needed basis to support plan review accuracy and resolve construction issues.
• Review FEMA elevation certificates and provide floodplain information for development.
• Perform Certificate of Occupancy inspections for new tenants or businesses; provide detailed reports.
• Act as primary contact for property owners, developers, builders, design professionals, and the public regarding plan review status, requirements, and timelines.
• Participate in Pre-development Review meetings and maintain knowledge of platting and development cases.
• Perform residential fill permit reviews for completeness and code compliance.
• Prepare correspondence, reports, and documentation for internal use, boards, commissions, and City Council as assigned.
• Supervise, train, mentor, and evaluate Engineering plan review staff.
• Work with City departments on permitting matters and complaints.
• Maintain all required licenses, certifications, and professional credentials.
