Job summary

The City of Birmingham is seeking a seasoned Chief Civil Engineer to lead planning, design, construction, and maintenance of municipal infrastructure. You will direct multidisciplinary teams, review complex designs, and ensure projects meet deadlines, budgets, and safety standards.

This role requires public-sector leadership, strong regulatory knowledge, and the ability to translate community needs into capital improvements across transportation, stormwater, and utilities.

Qualifications

• Licensed Professional Engineer in Alabama, or ability to obtain through reciprocity within 6 months of hire.
• ABET-accredited Civil Engineering degree (or closely related field).
• Bachelor’s degree, or higher, in Civil Engineering or related field from ABET program.

Responsibilities

• Prepare, monitor, and administer department budgets; review spending trends and ensure expenditures stay within limits.
• Enforce permits issued to contractors or developers and monitor construction for permit compliance.
• Interact with the public, officials, and other agencies to inform and address infrastructure project queries.
• Review permit applications and plans to ensure compliance with codes and standards.
• Oversee construction projects designed by consultants/contractors and ensure adherence to approved plans and permits.
• Oversee design phases of public infrastructure projects by reviewing data, inspecting sites, and preparing construction plans in line with standards.
• Supervise staff by assigning work, guiding duties, and providing training.
