Job summary

City of Birmingham seeks a Chief Civil Engineer to lead multidisciplinary teams in planning, design, construction, and maintenance of municipal infrastructure. You will steward capital improvement programs including transportation and stormwater, guiding compliance with codes and regulations.

You will review designs, manage budgets and schedules, coordinate with contractors and consultants, and advise executives on infrastructure policy and planning.

Qualifications

• Budget monitoring and expenditure analysis within annual budget limits.
• Reviewing contractor permits and ensuring compliance with permit conditions.
• Interacting with the public, officials, and agencies on infrastructure projects.
• Reviewing permit applications and construction plans for code compliance.
• Approving changes to construction plans to safeguard health, safety, and welfare.

Responsibilities

• Overseeing public infrastructure projects designed by consultants/contractors across all phases.
• Developing project scopes and managing statements of qualifications and bids from external firms.
• Design phase participation for drainage, roads, bridges, and sanitary systems.
• Supervising staff, assigning tasks, and providing coaching and performance feedback.
