The City of Oxnard is seeking a Senior Civil Engineer to manage the Capital Improvement Program. This position involves providing advanced engineering expertise, managing projects, overseeing staff, and collaborating with various stakeholders. Applicants must have a Bachelor’s degree in engineering and a Professional Engineering license in California, along with significant experience in project management.
The City of Oxnard’s Public Works Department is seeking a Senior Civil Engineer to assist the Engineering and Capital Projects Division in the execution of the Capital Improvement Program (CIP)
WHAT YOU’LL DO:
Provides senior-level engineering expertise to manage Capital (CIP) projects;
Liaison with Oxnard’s Facilities Division to coordinate CIP and non-CIP projects;
Oversee one Civil Engineer
Provide design and construction expertise for Oxnard’s vertical-construction projects

SUPERVISION EXERCISED/ SUPERVISION RECEIVED: As assigned, incumbents may serve as lead workers, assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Civil Engineer in that it provides advanced journey-level engineering and construction project management work and provides oversight of Civil Engineer staff and activities.
(This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.)
Reviews, evaluates, develops and/or verifies plans, specifications, proposals, contracts, designs and/or other technical documents; monitors compliance with goals, standards, policies, procedures, codes, regulations and related laws. May assign work and monitor the completion of work by others.
Coordinates reviews and meetings with architects, engineers, departments/divisions, regulatory agencies, inspectors, consultants, public representatives and/or other engineering project/program- related resources; provides technical subject matter expertise and professional engineering support; reviews and reports on progress of action items and/or projects.
Troubleshoots, investigates and resolves issues related to projects or processes in assigned area; monitors compliance-related items and issues; performs research and analysis; provides recommendations and implements solutions.
Prepares and maintains reports, studies, agendas, schedules, correspondence, estimates, technical engineering documents and/or other project management-related documentation; delivers presentations; researches, prepares and presents recommended solutions and process enhancements.
Performs other duties of a similar nature and level as assigned.
The following are minimum qualifications necessary for entry into the classification:
EDUCATION:
Bachelor’s degree in engineering, architecture, construction management or directly related field
EXPERIENCE:
Five (5) years of professional engineering and/or construction/ project management experience in area of assignment.
LICENSE/CERTIFICATION:
Class C license may be required depending on position
Professional Engineering (PE) Registration in State of California
OTHER REQUIREMENTS:
Must be able to effectively communicate in English, both orally and in writing

NOTE:For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12-month probationary period.
