Job summary

TNT Crane & Rigging in Houston, TX seeks a Certified Payroll Specialist to ensure full compliance with federal, state, and local prevailing wage laws on government-funded construction projects.

You will manage weekly certified payroll reporting across LCPTracker, Elations, EMARS, Paycom and FCC, review wage determinations, and train project teams on coding and processes.

Strong detail orientation, 5+ years of payroll experience, and solid knowledge of Davis-Bacon, IRA, and SCA are required.

Qualifications

• 5+ years of Certified Payroll experience
• Experience with LCPTracker, Elations, and EMARS
• Experience with Paycom and FCC
• Strong analytical, organizational, and detail-oriented skills
• Ability to meet urgent deadlines with high-volume weekly submissions
• Strong Excel and reporting skills

Responsibilities

• Prepare, audit, and submit weekly certified payroll reports in LCPTracker, Elations, EMARS or via the Davids Bacon WHD-347 form.
• Ensure payroll records comply with Davis-Bacon, IRA, SCA and state prevailing wage laws.
• Review job codes, labor classifications, wage decisions, fringe rates, and worker hours for accuracy.
• Validate employees are assigned to correct projects, cost codes, and wage classifications in reporting platforms.
• Monitor and correct discrepancies related to overtime, deductions, fringe allocations, and rate changes.
• Maintain weekly statements of compliance, certified payrolls, fringe benefit documentation, and backup.
• Maintain monthly reporting to states with mandatory apprentice reporting.
