Qualifications

• 8+ years delivering technology solutions in enterprise or state government settings.
• 8+ years writing detailed business requirements documents, functional specs, and Agile user stories.
• 8+ years of stakeholder management with executives, business owners, and technical teams.
• Must be a local resident of Central Indiana available to work onsite in Indianapolis.
• Salesforce ecosystem familiarity and Azure DevOps experience preferred.

Responsibilities

• Document end-to-end functional specifications, process maps, and clear user stories to ensure zero gaps during QA testing and system deployment.
• Guide strategic technology decisions and drive organizational change management for business units.
• Partner with Data Governance Managers, IT Project Managers, QA Testers, and software architects to ensure interoperability across INDOT's data systems.
• Identify root causes of operational bottlenecks, break down siloed workflows, and design multi-system integrations across enterprise platforms.
• Support digital transformation roadmaps while ensuring solutions adhere to state IT governance standards.
