Job summary

RESPEC is seeking an experienced Business Analyst – Business Operations & Analysis, Intermediate, to support Indian Affairs and Office of Information Technology programs. The role focuses on eliciting and translating business needs, defining requirements, and supporting modernization across government operations.

The ideal candidate has 5+ years of BA experience in federal IT investments, strong stakeholder communication, and expertise in process modeling, PMO, ITIL, and SDLC practices.

Qualifications

• Minimum five years of experience providing business analysis services to management and technical personnel.
• Experience applying business analysis within federal IT investments and modernization initiatives.
• Ability to map current/future-state processes and define clear requirements.
• Familiarity with PMO operations, capital planning, and IT investment management.
• Knowledge of ITIL, change management, CMDB, and IT service fulfillment.
• Experience with SDLC, FITARA, FISMA, and enterprise architecture concepts.
• Strong written and verbal communication, facilitation, and leadership skills.
• Ability to work with government stakeholders and translate needs into deliverables.

Responsibilities

• Elicit, analyze, validate, and manage business requirements and system needs.
• Map current-state and future-state processes and identify improvement opportunities.
• Develop user stories, use cases, and acceptance criteria for backlogs.
• Prepare documentation for control assessments and security/privacy artifacts.
• Support modernization efforts and IT service-delivery improvement initiatives.
• Collaborate with government stakeholders, vendors, and technical teams.
• Develop dashboards, reports, and decision-support artifacts for performance measures.
• Lead requirements sessions, interviews, and knowledge-transfer activities.
