Job summary

RESPEC is seeking a Business Analyst 3 to serve as the critical link between business stakeholders and technical teams as it modernizes how it uses data to support a Texas public health agency. You'll translate complex data and process challenges into clear requirements that drive real improvements, and map current-state and future-state processes to guide change.

Qualifications

• 10+ years in BA/Business Data Analyst roles in large IT or government environments.
• 8+ years in requirements gathering, as-is and to-be processes, and data flow diagrams.
• Data profiling, validation, and definition of data elements and business rules.
• Hands-on, complex SQL work — joins, aggregations, and data validation.
• Facilitating workshops, interviews, and stakeholder sessions.
• Translating business needs into BRDs for technical teams.
• Defining and documenting business metrics and KPIs with analytics teams.
• Performing gap analysis between current and future state outcomes.
• Supporting UAT with test scenarios and test cases.

Responsibilities

• Review, analyze, and evaluate business systems and evolving user needs.
• Lead requirements-elicitation sessions with stakeholders across business and IT.
• Document current-state and future-state process flows.
• Dive into relational databases using SQL to profile, validate, and investigate data.
• Write BRDs, functional specifications, and data dictionaries.
• Define KPIs and base reporting/data sourcing with analytics teams.
• Support gap analysis between current and desired outcomes.
• Help drive UAT by developing test scenarios grounded in documented requirements.
