Job summary

The NC Department of Health and Human Services - Division of Public Health is seeking a Senior Business Analyst to support business process analysis and requirements gathering for the Data Modernization Initiative. The role is on-site in the Raleigh area and involves collaboration with project managers, developers, and end users.

Responsibilities include documenting requirements, creating user stories, performing testing, and supporting procurement efforts and go-live activities.

Qualifications

• Experience documenting functional requirements and technical specifications.
• Strong writing and communication skills.
• Ability to develop business rules and process flows.
• Experience with procurement-related documents (RFPs, evaluation criteria).
• Familiarity with SDLC concepts and PMI PMBOK standards.
• Healthcare data reporting systems experience.

Responsibilities

• Conducts stakeholder analysis.
• Identifies and documents current and future state process workflows.
• Creates user stories and acceptance criteria.
• Develops context diagrams, functional decomposition and process workflows.
• Develops business process models, use cases, wireframes and data dictionaries.
• Gathers, documents and validates business, functional and technical requirements.
• Performs functional and integrated testing.
• Prepares and maintains project documentation and artifacts.
• Works with PMs, developers and end users to meet business requirements.
• Creates and maintains requirement traceability matrix.
• Provides BA deliverables for procurement documents and assists in procurement writeups.
• UAT support, including test scenarios and cases.
• Supports system go-live activities and transition requirements.
• Authors meeting minutes and Agile deliverables.
