Job summary

The NC Department of Health and Human Services - Division of Public Health is seeking Senior Business Analysts to support the Data Modernization Initiative. This role focuses on business process and requirements analysis and procurement documentation toward implementation, with on-site work required in Raleigh.

Responsibilities include stakeholder analysis, market research, documenting workflows, creating user stories and acceptance criteria, and supporting testing and go-live activities.

Qualifications

• Experience documenting functional requirements and technical specifications for applications.
• Excellent writing and communication skills; able to build relationships with teams and clients.
• Demonstrated ability to apply PMI PMBOK standards and SDLC concepts in projects.

Responsibilities

• Conducts stakeholder analysis and market research.
• Document current and future state processes and workflows.
• Create user stories and acceptance criteria; develop context diagrams and functional decompositions.
• Gather and validate business, functional, and technical requirements; write procurement input as needed.
• Perform functional and integrated testing; support UAT and go-live activities.
• Maintain project documentation and artifacts; produce meeting minutes.
