Job summary

The NC Department of Health and Human Services - Division of Public Health is seeking a Senior Business Analyst to support business process analysis and requirements gathering toward the Data Modernization Initiative procurement and implementation. This on-site role in Raleigh requires close collaboration with PMO, IT, and business units.

The successful candidate will create user stories, document requirements, develop context diagrams and process workflows, and support UAT and go-live

Qualifications

• Demonstrated experience documenting functional requirements and technical specs.
• Strong writing and communication skills and ability to build relationships with teams and clients
• Proven ability to gather requirements and develop business rules and process flows
• Experience with procurement related documents including RFPs and evaluation criteria

Responsibilities

• Conducts stakeholder analysis and market research.
• Identifies and documents current and future state process workflows.
• Creates user stories and acceptance criteria.
• Develops context diagrams, functional decompositions, and process workflows.
• Develops data dictionaries, ER diagrams, and system context diagrams.
• Gathers and validates business, functional, and technical requirements.
• Performs functional and integrated testing (UAT).
• Prepares and maintains project documentation and artifacts.
• Works with PMO, developers, and end users to ensure designs meet requirements.
• Creates and maintains the Requirements Traceability Matrix.
• Assists in procurement documentation and requirements for procurement.
• Attends PMO meetings and follows PMO/BA methodologies.
• Travel to Raleigh-area meetings as needed.
• Performs related duties as required.
