Qualifications

• 7+ years of Business Analyst experience, with at least 3 years in a Senior Analyst role.
• Experience analyzing legacy apps or leading digital transformation requirements gathering.
• Strong ability to translate requirements into clearly understood user stories and acceptance criteria.
• Working knowledge of Agile/Scrum and tools such as Azure DevOps, Jira.

Responsibilities

• Lead requirements gathering and business process analysis for a modernization project.
• Develop clear user stories and acceptance criteria with Product Manager and delivery teams.

Job Overview

We are seeking an experienced Senior Business Analyst to support the modernization of a critical enterprise application. This role will lead requirements gathering, business process analysis, user story development, and testing while working closely with business stakeholders and technical delivery teams to identify improvements and ensure existing functionality is effectively carried forward into the modernized solution.

Job Duties

• Document existing application requirements and verify that key functionality is fully accounted for during modernization.
• Prioritize requirements and establish appropriate connections to legislative and policy requirements where applicable.
• Collaborate with business units to identify opportunities for system and process improvements.
• Recommend and propose new features that provide meaningful business value.
• Work directly with the Product Manager to translate business requirements into clear, actionable user stories.
• Define acceptance criteria to support development and testing activities.
• Assist with the analysis of technical approaches, including potential platform, architecture, and integration decisions.
• Partner with the Product Manager to ensure business requirements are clearly understood by the technical delivery team.
• Support change management, user adoption, and training activities associated with the modernized solution.
• Help ensure the product aligns with applicable security, accessibility, data privacy, and compliance standards.
• Identify project risks, dependencies, and impediments and communicate them to appropriate stakeholders.
• Provide regular status updates, analysis, and recommendations to IT leadership and business sponsors.
• Work effectively both independently and collaboratively across business and technical teams.
• Conduct testing to validate system functionality and verify the accuracy of implemented changes.

Job Requirements

• 7+ years of experience as a Business Analyst, including at least three years in a Senior Analyst role.
• Demonstrated experience analyzing legacy applications or leading digital transformation requirements gathering.
• Strong experience gathering requirements and translating them into clearly understood user stories.
• Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar.
• Experience with testing of large projects.
• Experience leading and coordinating User Acceptance Testing (UAT).
• Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences.
• Strong organizational and prioritization skills with the ability to manage competing demands.

Highly Desired

• Experience with analysis as it relates to enterprise application modernization, such as migrating from legacy platforms or moving to modern architecture.
• Experience with process improvement and business process reengineering.
• Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance requirements.
• Previous experience working with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
• YAFOS Certification.
