Job summary

The City of Oceanside is seeking a Senior Management Analyst in the Development Services Department to lead the budgeting and financial planning for a CIP portfolio up to $300 million. The role requires sophisticated financial analysis for large public facilities and infrastructure investments, from budget development through project completion.

Responsibilities include capital planning support, funding strategies, and comprehensive financial reporting to city leadership.

Qualifications

• Six years of progressively responsible experience in performing management and policy analysis, budget and finance administration, or grants and contract management.

Responsibilities

• Plans, coordinates and manages the development, implementation and administration of large complex budgets; analyzes difficult and complex budget and financing proposals; meets with managers to evaluate budget requests; makes recommendations on proposals and other budgetary or financial matters; works closely with the Financial Services Department to resolve any questions or issues.
• Supervises staff engaged in budget management and related departmental administration functions such as grants, accounting, purchasing, contract administration and payroll administration; manages complex department budgets with multiple revenue sources and funds.
• Prepares and maintains records and reports; provides day-to-day leadership and ensures a high performance, customer service-oriented work environment; monitors budget status and reports variances; develops, implements and evaluates plans, processes and procedures to achieve goals.
