Job summary

Health & Human Services Comm in Austin, TX, seeks a Budget Analyst V to perform senior-level budget preparation and analysis for HHSC Budget Management. You will oversee planning, organization, coordination, and evaluation of budget activities, including annual budgets, LAR, MFR, and related reports, under minimal supervision.

This role requires strong knowledge of CAPPS, Cognos, and USAS, plus ability to train staff and provide guidance. Regular telework may be available; travel is up to 5%.

Qualifications

• Graduation from an accredited four-year college; budget analysis experience may substitute for education.
• Experience directing and reviewing the work of others preferred.
• Experience with state/governmental budgeting practices preferred.
• Experience with legislative appropriations requests preferred.
• Experience with Excel, CAPPS, Cognos, USAS preferred.

Responsibilities

• Assist with development and coordination of organizational budgets, strategy and appropriation budgets, legislative appropriation requests, budget adjustments, and budget negotiations.
• Analyze financial data; prepare reports and presentations; monitor expenditure patterns.
• Provide training and guidance to team members and participate in staff performance evaluations.
• Prepare, review, and process budget journals and transfers for salary and non-salary revisions; certify fund availability.
• Assist with preparation and development of the LAR, including five-year budget schedules and related reports.
