Job description

OBXtek is currently staffing for a Budget Analyst, Senior position supporting the Army’s GENM-O (Global Enterprise Networking Modernization Organization).

  1. Provide a trained General Fund Enterprise Business System (GFEBS) certified employee to provide financial/budget management.
  2. Designate and have on-site a Budget Analyst Senior to support the overall effort.
  3. Provide the Government with the resume of the Budget Analyst Senior for approval within their proposal award along with letters of commitment.
  4. The Budget Analyst Senior shall assist in performing the following tasks:
  • Review and research financial systems, contracts, and other documents for unliquidated obligation balances. Load and maintain data in spreadsheets and financial records regarding obligations for contracts, travel, training, awards, and labor, including records on Military Interdepartmental Purchase Requests (MIPRs), and PCSs.
  • Prepare management-level reports and presentations on funding and budgets.
  • Assist with coordination activities to complete and respond to external funding source requests for financial and funding data, including estimating costs of activities.
  • Assist with annual Planning, Programming, Budget, and Execution (PPBE) of funds.
  • Complete transactions in the GFEBS and LMP systems to record obligations and de-obligations.
  • Develop data and reports to support Staff Assistance Visits, Schedule of Budgetary Activity (SBA) audits, and Management Internal Controls Program checklist completion.
  • Track and provide weekly reports on obligations against OSD goals and financial findings.
  • Assist with Year-end close-out processes.
  • Support the establishment and maintenance of a configuration management process ensuring traceability of requirements, specifications, production plans, and changes.
  • Proficiency in GFEBS, LMP, and DTS is required; proficiency in CCARS is preferred.

Some travel can be expected, both CONUS and OCONUS.

This is a HYBRID POSITION: in-office on Tuesdays and Thursdays.

Qualifications:
  • Minimum 8-10 years of related experience in budgetary functions, including monitoring obligations and expenditures in government systems, forms, schedules, and reports.
Education/Certifications:
  • Bachelor’s Degree, preferably a MA/MS degree.
  • GFEBS certification (Foundations or Intermediate).
