About The Position

Dexis Professional Services (DPS) is seeking a Senior Budget Analyst to support the Department of Homeland Security’s (DHS) Office of the Chief Human Capital Officer (OCHCO). The analyst will assist federal staff with financial management operations and be part of a team supporting OCHCO in areas such as acquisition, procurement, budget formulation, and execution, along with administrative and surge support as needed.

OCHCO manages HR services for DHS, fulfilling its mission through various components and divisions, including the OCHCO Front Office, which oversees strategic guidance, communication, financial management, contract management, and administrative functions.

Responsibilities

  1. Provide financial analysis for system development, including should-cost and projected cost analysis, and trade studies.
  2. Support business management and analytics, including risk assessments and impact analysis of scheduled events.
  3. Develop budget requests, congressional justifications, and present findings to DHS senior officials and external agencies.
  4. Create cost models, perform trend analyses, and support performance metrics reporting.
  5. Prepare and review business cases, Exhibit 300s, and financial strategies.
  6. Deliver monthly budget status reports and weekly summaries on budget activities and execution status.
  7. Maintain and distribute Lines of Accounting and track fund status in databases.
  8. Provide expertise on DHS financial systems like FFMS and PRISM, and generate related reports.

Qualifications

  • Ability to pass DHS background investigation and obtain EOD clearance.
  • Bachelor’s degree from an accredited university.
  • Minimum four years of relevant budget and financial analysis experience.
  • Proficiency in Microsoft Word and Excel.
  • Detail-oriented, flexible, with strong professional skills.
  • Excellent communication skills.
  • Ability to manage multiple tasks and deadlines.

Preferred Qualifications

  • Knowledge of DHS PPBE cycle.
  • Familiarity with DHS FFMS and PRISM systems.

The pay range for this position is $73,000—$83,000 USD, evaluated holistically considering market data, internal equity, and organizational needs. Compensation will be based on individual qualifications and experience.
