Job summary

Totally Joined for Achieving Collaborative Techniques (TJFACT) seeks a Border Security Advisor to support INL at the U.S. Embassy in Quito, Ecuador.

This senior role requires strategic leadership, program oversight, and coordination with Ecuadorian authorities to enhance interagency border security capabilities. The candidate will guide stand-up and capacity building of border task forces, manage large projects, and liaise with U.S.

Qualifications

  • Bachelor’s degree from an accredited institution in international relations, law enforcement, public policy or related field (10 years professional law enforcement experience can be substituted).
  • Demonstrated experience managing or overseeing complex, multi-agency programs or projects at the operational or strategic level, including planning, coordination, and performance monitoring.
  • Demonstrated experience briefing and engaging with senior-level leadership, including command-level officials or equivalent, on programmatic or operational matters.
  • A minimum of eighteen (18) years of experience with U.S. law enforcement or military, experience briefing in English.
  • Three (3) years of experience working overseas in an Embassy environment,
  • Three (3) years specialized experience in border security operations;
  • Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style;
  • Demonstrated working knowledge of oral and written Spanish at a level (3/3).

Responsibilities

  • Engages with senior Government of Ecuador (GOE) officials, including unit commanders, directors, and ministerial-level leadership, to advance border security policies, ensure interagency alignment, and promote adoption of U.S.-supported program initiatives.
  • Provides strategic-level program oversight and integration, ensuring coordination across law enforcement, military, customs, and migration authorities, and aligning operational activities with broader national security objectives and INL program goals.
  • Implements a U.S.-sponsored Border Security program, which coordinates activities to support the Government of Ecuador (GOE), with a focus to developing the interagency relations.
  • Provides senior-level subject matter expertise in program planning, designing, technical assistance, and implementation.
  • Provides senior-level management expertise in specialized field of expertise, as well as functional and technical expertise to lead complex, large projects to deliver client solutions and/or manage operations of multiple projects.
  • Provides high level expertise and ability to solve complex and unusual managerial issues while exercising independent judgment
  • Assists senior-leadership in the development of program strategies and implementation.
  • Engages in working effectively under pressure within short time constraints, and during times of rapidly developing events.
  • Assists with working in international or peacekeeping missions and/or related international development activities.
  • Assists with preparing documentation for the procurement of systems and equipment, including drafting purchase requests, bid solicitations, statements of work (SOW), requests for source-origin waivers, and sole-source justifications.
  • Assists in end-use monitoring (EUM) of U.S. Government-supplied commodities and services, preparing an input for the annual EUM report to the U.S. Congress.
  • Liaises with INL/WHP, INL Bogota, and other INL sections in the Western Hemisphere on assistance programs with a cross-border nexus.
  • Provides briefings, program evaluations, and supports high-level visits as required.
  • Participates in visits by senior officials and serves as an escort or control officer, including the arrangement of itineraries and logistical support for official visitors.
