Job summary

The City of Dubuque, IA is seeking a Benefits Administrator to plan and coordinate benefit programs for city employees, ensure policy compliance, and lead enrollment and wellness initiatives. • Bachelor's degree in HR/Business or related field.
• Five+ years of benefits or HR experience.
• Strong knowledge of federal and state benefit regulations (ACA, COBRA, HIPAA, FMLA, ERISA).

Responsibilities

• Administer and evaluate City's comprehensive employee benefits programs.
• Develop and revise benefit policies and procedures.
• Coordinate with carriers and vendors; negotiate contracts.
• Manage annual benefit renewals and open enrollment.
• Ensure compliance with benefit regulations and prepare filings.
• Prepare reports for executive leadership.
• Develop wellness and engagement initiatives.
• Train HR staff on benefits programs.
