Qualifications

• Bachelor’s degree in Civil Engineering, Transportation Engineering, Transportation Planning, Electrical Engineering or related field.
• Ten or more years as a transportation planning expert.
• Five or more years in a leadership role, with multi-disciplinary teams preferred.
• Five or more years in business development within Transportation Planning.
• Proven track record of public sector client service.
• Strong leadership and communication skills with clients and regulatory agencies.
• Knowledge of California transportation planning landscape is preferred.

Responsibilities

• Serve as the primary point of contact for senior leadership at Southern California public agencies.
• Coordinate with multi-jurisdictional stakeholders to build consensus on regional corridors and transit projects.
• Support community outreach strategies that meet equity metrics and ensure meaningful engagement.
• Identify and capture upcoming public sector RFPs across Southern California counties.
• Lead proposals, structure project teams, and prepare technical approaches.
• Form strategic partnerships with DBEs, SBEs, and other subconsultants to meet goals.
• Oversee preparation of long-range transportation plans and CEQA/NEPA analyses.
• Negotiate scopes of work, fees, and contract terms with procurement officers.
• Ensure profitability, burn rates, and scheduling of a multimillion-dollar portfolio.
• Manage subconsultant progress, invoicing, and contract compliance.
• Mentor and grow a team of planners and engineers; balance workload.
• Represent the firm at industry organizations and university forums.
