Job summary

GovCIO is seeking a Senior Architect Development Team Lead in the Washington, DC area for a hybrid role—primarily remote with occasional onsite work. The incumbent will guide an architecture team delivering mission-critical background investigation systems and collaborate with diverse stakeholders to ensure compliant, scalable solutions.

Responsibilities include leading architects and developers, requirements elicitation, and coordination with infrastructure, security, and operations.

Qualifications

• Bachelor’s degree with 15+ years on large-scale application design and development.
• Expert proficiency in Natural with ADABAS.
• Experience using NaturalONE Eclipse-based development environment.
• 5+ years of project management experience.
• 5+ years working with customers to define requirements.
• Strong ability to design cross-system solutions across multiple platforms.
• Experience interfacing with software development and management personnel.
• Experience with cloud and on-prem infrastructure support.
• Proficient in Microsoft O365 components (Word, Excel).
• Active Top Secret clearance or ability to obtain SCI.

Responsibilities

• Lead a team of technical architects and developers.
• Assess existing background investigation systems at DCSA and agencies.
• Interact with customers and stakeholders to understand requirements.
• Design scalable solution architectures aligned with federal regulations.
• Collaborate with development teams for successful implementations.
• Use Atlassian tools including JIRA for requirements tracking.
• Develop software using Natural with ADABAS.
• Maintain file transfers with Connect Direct.
• Develop and maintain JCL for batch processing.
• Maintain queues and flows using IBM MQ.
• Proactively identify solutions to meet customer needs.
